The Chechen war... What are its results, consequences, real meaning, whether it has ended at all or not...? Even today these questions disturb Russian people, especially those who still live in North Caucasus.
This mindless military campaign has affected plenty of families throughout the country, in fact a lot of Russian soldiers lost their lives there without even knowing taste of life. Whether their mothers thought, sending them to military that they would never see them again... And how many peaceful citizens have been killed and wounded just because they showed up in a wrong place in a wrong hour...
The question of whether the war is still on is very disputed even nowadays. According to the version of the Federal Government, there is no war in republic now and situation is stable, but how can we explain all the terrorists' attacks occurring in the Chechen Republic, doesn't it mean that in reality the war has not ended yet,peaceful citizens still get killed and Russian Army still grounds there. We shall start with the most significant of them - a terrible bomb explosion on May 9th, 2004 at the main stadium in Grozniy-city when the former president of republic - Ahmad Kadirov and 6 more people were killed. Other example was back in 2005 in the village Znamenskaya when terrorists came out on streets and began firing their guns at peaceful citizens as a result of which 14 people lost their lives and 42 had been wounded. Another incident was in October 2007 when terrorists blown up APC (armored personnel carrier) with Russian soldiers, of course everyone who was inside died. Unfortunately these examples are endless, but for some reason Russian Government prefers to keep this information to itself and only rare media covers those cases by risking to be closed any moment for giving "false information to public". Really? How can we allow it to happen? Since when wearing blindfold became a standard measure in order to avoid reality?
Before we start looking into the problem we have to define a true reason of this frightful war and a goal that had been arranged to achieve. And clearly, it's not hard to notice and even it's pretty obvious that the main reason WAS and still IS Money Laundering by Russian Government . It has been going on for 14!!! years now.
It is not a secret, that the huge part of the state budget is allocated on "maintenance of the peace in the region", those sums of money had been significantly enlarged when president Putin gave the power to Ramzan Kadyrov. Actually these millions of rubles do NOT go to the citizens who suffered during the war, but to the pockets of MEN IN POWER, and I can prove it on my personal example. In the beginning of 2004, Federal Government has published the law according to which each family whose house had been destroyed should be getting 300,000 rubles (it is around $11000). When my family found it out, we, as the citizens of Chechen Republic had all the rights to receive those money, were delighted, that we could get at least something to start liveing our lives again, but apparently we got excited too early. We came to Grozniy's Office of Immigration Services with documents which proved that our house has been destroyed, we were told that we will get only half of this money otherwise we would be getting nothing! We had to agree to it, because the same situation has occurred with my aunt’s family - Galinoi Buzovoi as well and they ended up with the half of that amount. When we were in a line for the money, we witnessed a following picture - an indignant old person who was threatening the people who worked there by saying that he would go to the police and court because he didn't get all the money he qualified for, got beaten and has been walked outside. He told us then, that he had been threatened and topld if he would tell this to anyone he won't get any money and will be killed! It was the reason why my family didn't go to authorities either. In the moments like that you realize that no money worth your life.
It is a perfect example of money being a part of state budget and not going to people in need, but straight to the authorities' and politicians' pocket-there is no other way to explain why there are no roads under construction, no schools being built, no people being helped, but Chechen authorities and Russian politicians keep buying new houses and cars for themselves.
